Loot cans no longer disappear during DT. I've had several remain after returning to a mission after DT. The enemy ships will be replaced, but the old cans (or at least most of them) will still be there.

How do you figure 5B per week would destabilize the economy? That's a drop in the ocean in Eve economy. By rough estimation some 200 battleships are sold in-game per DAY. That's 20 billion per only on battleships.
